San Elijo Hills was built in the 1990s by San Elijo Hills Development Company. It is managed by master-developers, HomeFed Corporation. HomeFed Corporation is based in Carlsbad, San Diego and is well-known for its communities on the east and west coasts. Hallmark Communities and Davidson communities established new homes within San Elijo Hills.
